In some cases, an uninterruptible power supply isn't necessary at all. Such cases include homes and common office buildings that deal in low-security information. In those cases, the people inside can afford to be without computers or lights until the power turns on again. However, in cases where mission-critical computers are being used, every second counts. Such cases often include military and government institutions. Backup generators can take up to four minutes to start running. In the meantime, there needs to be an uninterruptible power source. As you can imagine, high-security situations call for access to communication systems at all times. Also, the loss of information through a power outage could in fact be a threat to national security.
